Proposed responsible party: Several measures, with different responsible parties
In collaboration with: Norwegian Directorate of Health, regional health enterprises, Norwegian Association of Local and Regional Authorities (KS), regional ICT companies, National Library, Norwegian Communications Authority, Digitalization Directorate, Ministry of Digitalization and Public Governance, Ministry of Education and Research
Relevant for: the health and care sector
Problem to be solved: Lack of governance of language models is a barrier to efficient use of resources and sharing of competence in the field. Little coordination can result in varying and poor quality of language models in the sector. Language models are currently shared to a limited extent between actors in the sector.
Proposal: Investigate the organization of a separate organization/center responsible for governing language models in the health and care sector.
A governance structure could encompass several functions, including
- governance and further development common data resources for adaptation to Norwegian conditions
- governance and further development of quality frameworks
- governance of common language models
- regulatory guidance for the health and care sector
- collaboration with research institutions and participation in relevant research projects
- making language models available for use in the sector or further development by, for example, suppliers or the public sector
- coordinating efforts in the sector related to language models
