5.5 Investigate a governance structure for large language models in the health and care sector
Proposed responsible party: Several measures, with different responsible parties
In collaboration with: Norwegian Directorate of Health, Norwegian Health Network (NHN), Research Council, National Library, the university and college sector, regional health enterprises, regional ICT companies and Norwegian Association of Local and Regional Authorities (KS), the health and care sector in general
Relevant for: the health and care sector
Problem to be solved: The health and care sector is a comprehensive and complex sector with special requirements for privacy. Existing infrastructure for computational power in the sector is largely unsuitable for handling large amounts of sensitive data. However, there are no plans to investigate the need for computing power for developing and using large language models specifically for the health and care sector.
Proposal:
An investigation is initiated to assess needs, costs, and benefits related to computing power and infrastructure to be able to train, ground, test, and use large amounts of sensitive data in the health and care sector and propose different approaches to solve the need.
For further details, see chapter 4.3. and chapter 4.4. Some of the need for such infrastructure is described in chapter 4.3.4 in the Joint AI plan for the safe and effective use of AI in the Norwegian health and care services [151].
