Verification of documentation issued in Pakistan

The Norwegian Directorate of Health refers to previous information about long processing times due to challenges with verifying documents issued in Pakistan.

The Norwegian Directorate of Health uses the verification service Dataflow Group for verifying documents from Pakistan. Consequently, you must have your documents verified by Dataflow for The Norwegian Directorate of Health to consider them in your application. 
Only documentation from Pakistan must be verified. Employment certificates from Norway should not be verified by DataFlow.

If you applied before January 2025

The deadline for submitting the DataFlow report was 01.11.2025. This deadline will not be extended. If we have not received the report by the deadline, we will process your application based on the information we have. If you have received an email with a new deadline, that deadline applies.

If you applied after January 2025 

If we do not receive the report within the deadline we have given, we will process your application based on the information we have.

Requests for priority

We process applications in the order they were received to ensure equal treatment. We are doing our best to complete all applications as quickly as possible.

Processing time

We have received many applications, and it takes time to verify the documents. Therefore, the processing time for authorisation applications from individuals with education from Pakistan is long. All applications have been started, but you should still expect a long processing time.
We process applications one by one, in the order they were received.

Your application will not be given priority on the basis of a visa requirements.

Documents you must verify

Documents you need to verify:

  • Diploma/degree certificate
  • Transcript

Additionally, you must verify the following documents if you have them:

  • Certificate of relevant work experience
  • License to practise/registration

Note: Certain professions have unique documentation requirements. These documents must also be verified. You can find information about the specific documents required for your profession by following the link provided at the bottom of this page. 

If you have a previous report issued to another authority, you can choose the "Reissue Existing Report" option in the DataFlow portal. You must also verify all documents required by the Norwegian Directorate of Health that have not been verified previously.

Failure to complete this verification process may result in delays or rejection of your application. Please follow the necessary steps to initiate and track your verification with DataFlow.

Please note that verification of necessary documentation via DataFlow Group is mandatory. We cannot assess your documents until the final verification report is received.

How to verify your documents

For verification, you must create a user account and upload the documents by visiting DataFlow's search portal here: DataFlow Group

When submitting a new application, attach the report as a file in the application form in Altinn. 
Note! Remember to submit the report without password protection.

Change in requirements: From HEC attestation to DataFlow verification

The previous requirement for HEC attestation has now been replaced with DataFlow verification. Only applicants with a valid decision who manage to complete the additional requirements within the three year deadline are exempt from having their documents verified through DataFlow. If you are unable to complete the additional requirements within the three year deadline and need to reapply, the requirement for DataFlow verification will apply to you.
