The organization should assess the appropriate scale for the procurement. Various factors may indicate that a local procurement process is preferable. For example, an AI system may be so specialized that it would only benefit a few users within a specific organization. In other cases, it may be advantageous for the organization to collaborate with other municipalities or hospitals on the procurement, or the procurement may be suited for a regional process. Imaging diagnostics, such as radiology, is standardized and performed across many institutions, making it suitable for procurement on a larger scale.
In some cases, framework agreements may already exist that the organization can utilize. A framework agreement simplifies the procurement process for those entitled to use it. Therefore, it may be desirable to establish a framework agreement if one is not already in place within the organization.
