International cooperation

Healthcare and public health

• EU4Health: The Norwegian Directorate of Health coordinates Norway's participation in the European Union's largest-ever health programme. Read more about EU4Health (commission.europa.eu)
  • JA PreventNCD: Norway participates in over 40 EU4Health projects, including as coordinator of Joint Action "Prevent Non-Communicable Diseases", a project funded under EU4Health. Read more about JA PreventNCD (preventncd.eu)
• EEA and Norway Grants are funded by Iceland, Liechtenstein and Norway. The objective of the grants is to reduce social and economic disparities and strengthen bilateral relations with beneficiary countries in Europe. Read more about EEA Grants (eeagrants.org)
• European Reference Networks (ERNs): The ERNs bring together European centres of expertise and reference centres on rare, low-prevalence and complex diseases and conditions that require highly-specialised healthcare. Read more about European Reference Networks (health.ec.europa.eu)

Digitalisation and e-health

• The European Health Data Space (EHDS) is an EU initiative for access to, and exchange of, digital health data across borders. Read more about EHDS (ec.europa.eu). Norway is part of EHDS and is involved in several EU-funded projects, including:
  • MyHealth@EU: The eHealth Digital Service Infrastructure (eHDSI) is the European infrastructure for exchanging health information between countries in Europe. New electronic cross-border health services can be recognised under the brand "MyHealth@EU". Read more about MyHealth@EU (health.ec.europa.eu)
  • TEHDAS2 (Joint Action preparing the ground for the implementation of the secondary use of health data in the EHDS)
  • Xt-EHR (Joint Action whose focus is implementation of the European Electronic Health Record Exchange Format (EEHRxF)
  • Direct Grants NDofeH, SPUHiN, SNOMED CT.
• ICD stands for International Statistical Classification of Diseases and Related Health Problems, which is a World Health Organization standardised coding system. Norway is preparing for the transition to ICD-11, which will replace ICD-10 after over 25 years. The Norwegian Directorate of Health is leading the work, including translation, testing and collaboration with the wider health sector, ahead of the planned introduction in 2028–2029.
