To you who have recently been in contact with a municipal out-of-hours medical service (legevakt)

We would like to invite you to answer a questionnaire about your experiences from your contact with the out-of-hours medical service (legevakt).

Purpose of the survey

The purpose of this survey is to gain more knowledge about the experiences of people who have had contact with a municipal out-of-hours medical service.

Why are you being invited to take part?

You have received this invitation because you were in contact with an out-of-hours medical service in the period 1st September to 31st October 2025. If you have had contact with the out-of-hours medical service on several occasions during this period, please base your answers on the most recent contact you had. Your experiences are important, and we hope you will take the time to respond!

Who is responsible for the survey?

This survey is a national project being carried out by the Norwegian Directorate of Health on behalf of the Ministry of Health and Care Services.

About the questionnaire form

The questionnaire we ask you to complete in this survey has four parts. The first part asks about your health BEFORE the out-of-hours medical service was contacted. The second part asks about the contact you had with the out-of-hours medical service, while the third asks about your health TODAY. In the final part of the questionnaire, we ask you some background questions.

To take part in the survey you must log in to the Helsenorge website and go to your inbox. There you will find a secure link that will take you directly to the survey, without you needing to sign in again. You can respond online from a mobile phone, tablet or computer.

If you need help answering the survey, you could ask a relative or someone else to help you.

Once you click “Submit” on the final page, your answers will be stored securely at the University of Oslo.

Participation is voluntary

Participation in the survey is voluntary. You are free to choose not to participate in the survey, without having to give a reason. Within certain time limits, you can also choose to opt out of allowing us to collate your answers with personal data from the Norwegian Registry for Primary Health Care (KPR), the Norwegian Patient Registry (NPR), the National Registry (Folkeregisteret) and Statistics Norway (SSB) (see a list of which information this applies to). If you do not respond, we will send you two reminders.

Data protection and privacy

We only use your data for the purposes described here. Your personal data will be treated confidentially and in line with the applicable data protection regulations. Statistics and results from the survey will only be published at group (aggregated) level and will be processed in such a way that they cannot be directly traced back to you.

You can choose not to let us collect background information about you

You have until January 5th, 2026 the right to opt out of us collecting information about you from the Norwegian Registry for Primary Health Care (KPR), the Norwegian Patient Registry (NPR), the National Registry (Folkeregisteret) and Statistics Norway (SSB) to collate this information with the information from the questionnaire.

What gives us the right to process your personal data?

We will be processing your personal data because processing is necessary for the performance of a task carried out in the public interest in accordance with Article 6 (1) (e) and Article 9 (2) (j) of the General Data Protection Regulation. A supplementary legal basis for our processing of data follows from Sections 8 and 9 of the Norwegian Personal Data Act. The Norwegian Directorate of Health’s data protection officer has been informed about the processing of personal data and has provided input in the survey design process.

What will happen to my data?

The following information will be used in the survey:

  1. Norwegian national identity number to send out the invitation to participate via Helsenorge
  2. Your answers from the questionnaire
  3. Background data on everyone who has had contact with an out-of-hours medical service during the period (see overview of what data we collect)

Norwegian national identity numbers and background data (items 1 and 3 above) are obtained from the Norwegian Registry for Primary Health Care (KPR), the Norwegian Patient Registry (NPR), the National Registry (Folkeregisteret) and Statistics Norway (SSB).

Your Norwegian national identity number will be deleted and replaced with a participant number before your questionnaire responses (item 2 above) are collated with background data in statistical analyses. The data will then be transferred to the Norwegian Directorate of Health, where it will be processed and stored in accordance with strict security requirements.

The following data will be obtained from the Norwegian Registry for Primary Health Care (KPR), the Norwegian Patient Registry (NPR), the National Registry (Folkeregisteret) and Statistics Norway (SSB):

  • Information about the individual patient (age, gender, country of birth, medical history and previous contact with the out-of-hours medical service, date and time of contact with the out-of-hours medical service, which specific out-of-hours medical service they had contact with and municipality).

The Norwegian Directorate of Health is responsible for the processing of your personal data with regard to quality assurance and for use in analyses of user-experienced quality. Statistics and results from the survey will only be published at group (aggregated) level and will be processed in such a way that they cannot be directly traced back to you.

The out-of-hours medical service you have received services from will not be able to find out what you said about them.  Statistics and results from the survey may also be used in analyses and research.

Your rights

As long as you can be identified in the data material, you have a number of rights pursuant to the data protection regulations. For example, you have the right to request access to, rectification of and deletion of your personal data until the data has been anonymised in 2041.

If you wish to exercise these rights, you can send a request to brukerundersokelser@helsedir.no.You will hear from us within one month.

You also have the right to complain to the Norwegian Data Protection Authority about our processing of your personal data.

In this survey, up until 5th January 2026, you can:

  • Opt out of us collecting personal data about you from the Norwegian Registry for Primary Health Care (KPR), the Norwegian Patient Registry (NPR), the National Registry (Folkeregisteret) and Statistics Norway (SSB)

Everyone who works on the survey is subject to a duty of non-disclosure, and all data will be handled confidentially.

Only individuals in the Norwegian Directorate of Health’s project team who have an official need will have access to your personal data.

What happens to your personal data once the project ends?

The project is scheduled to end on 31st December 2036. Personal data will be anonymised in 2041. The Norwegian Directorate of Health will store information in anonymised form indefinitely for future analysis.
