Authorisation and licensing of health personnel


Choose profession – apply for authorisation and license

Apply for authorisation as a Dentist (tannlege) – educated in the EU/EEA

You must attach these documents when you apply

  1. Diploma/Degree Certificate 
    If you have graduated, but still have not been issued a diploma, you must attach a formal confirmation of the obtained degree (Degree Certificate)
  2. Transcript/Diploma Supplement
  3. Confirmation that your education is in accordance with the minimum requirements according to EU directive. Such a confirmation is referred to in several countries as a Certificate of conformity. The confirmation must be issued by the competent authority in your country of education and must be issued in English.

    and

    Confirmation of your professional status (right to the profession). Such confirmation is referred to in several countries as a Certificate of current professional status (CCPS) or Certificate of good standing. The confirmation must be issued by the competent authority in your country of education and in other countries where you may have practiced the profession. The confirmation must be issued in English and cannot be older than 3 months at the time of the submission to the Norwegian Directorate of Health.

    As an applicant, you are responsible for obtaining the necessary documentation.

    Exception for health personnel educated in a Nordic country 
    If you have an education from one of the Nordic countries or Poland, you are not required to submit such a certificate. 
    If you can document the full right to practice the profession in one of the Nordic countries, but have education from an EEA country outside the Nordic contries, confirmation from the country of education must be documented.

Possible additional documentation:

  1. You should attach the authorisation (approval showing that you have the right to practice) from the country of education and/or another country.
  2. Certificate showing relevant work experience after graduating. The certificate must contain information about the type of position and work. Furthermore, the certificate must: 
    - Be issued with the workplace's letterhead and/or stamp. 
    - Be signed by the relevant manager or leader at the workplace. The manager's or leaders name and position must be typed in addition to the signature. 
    - Contain the workplace's contact information.

Please note the following regarding your documents

  • All documents must be scanned as PDF-copies of the original documents. If the original documents are in colour, the scanned copies attached to the application must also be in colour. Photographs of documents will not be accepted.
  • If an original document has multiple pages, all scanned pages must be assemled into one document, in the correct order and correctly oriented
  • All original documents that are not in Norwegian, Swedish, Danish or English must be translated into one of these languages by a authorised translator. The translation must be scanned/submitted in the same file as the original document

Any attempt to obtain recognition with fraudulent documents will be reported to the police.

NB! For the educational documents, it is sufficient with original documents of diploma and transcript/diploma supplement. The Norwegian Directorate of Health can request translated educational documents if necessary.

NB! Applicants without a Norwegian national ID or D number must use alternative login in Altinn.

You must attach a scanned copy of passport or European ID card in your application.
First name and surname in the application form must be the same as in the passport/ID card, and be written in the same order.

You pay the processing fee when you apply

You must pay a processing fee of NOK 1.665,-

You pay the fee in Altinn when you register your application.

Processing time is 3 months

The case processing time will be extended if the application lacks necessary documentation.

Some applicants will receive a decisions that entails a supervised practice period, with a time limited license.

The general guidelines for supervised practice (PDF) (norwegian only) applies to dentists who, by decision of the Directorate of Health, may be required to carry out clinical practice to obtain authorization.

This form veiledningsskjema (PDF) (norwegian only) needs to be filled out when you have finished your practice period. Attach it to the application for authorisation.

Dentist graduated in Poland

Did you graduate from Poland before September 2016? Then you have to submit a personal certification letter issued by the Polish Health Authority, along with your diploma, when you apply for authorisation. Here you can find information about where to apply for the certificate (regjeringen.no). 
If you are educated after 2016, you must attach a power of attorney to your application, where you give the Norwegian Directorate of Health (Helsedirektoratet) permission to obtain information about your education documents. Please fill out and sign Power of Attorney - Primary source verification
