Apply for a Student license (stud.med) – educated in the EU/EEA

Who can apply for a student licence?

You may apply for a student licence if you:

  • have completed and passed all pre-clinical subjects
  • as a general rule, have no more than one year remaining until the expected completion date (final examination)

When can a student licence be granted at the earliest?

A student licence can be made valid at the earliest one year before the expected final examination.
Example: If the final examination is in June, the licence can be valid from June the year before.

What must I upload in Altinn when applying for the first time?

You must upload the following documents (no older than three months):

  1. Course transcript showing that you have completed and passed all pre-clinical subjects
    - select attachment type “certificate/diploma”
  2. Confirmation/certificate from the educational institution showing:
    - that you have passed the ninth semester
    - that all pre-clinical subjects have been completed
  3. Confirmation/certificate of expected final examination
    - a specific date or month must be stated for when the final examination is expected to take place. The licence start date cannot be set earlier than one year before this date.

All documents must be scanned colour copies of the originals and uploaded in PDF format.

What if the university states an incorrect end date or changes the date later?

  • You must obtain documentation showing the actual expected date of the final examination, not the date of the graduation ceremony or resit examinations.
  • If the educational institution later changes the expected end date and you wish to change the licence period, you must apply for a new student licence and attach a new confirmation.

How long is the processing time?

Applications are processed on an ongoing basis and within three months.
You do not need to request priority processing.

How do I apply for an extension of a student licence?

To apply for an extension, you must submit a new application for a student licence in Altinn.
You must upload:

  1. A new confirmation of the expected final examination (attachment type “certificate/diploma”)
  2. Documentation from the educational institution explaining the reason for the extended study period
  3. An updated transcript

How old may the documents be?

All documents must be no more than three months old.

Must the documents be original?

Yes – the documents must be scanned colour copies of the originals.

Health Personnel Register (HPR)

Posting and printing of your student license can easily be done in the Health Personnel Register (HPR). All rights that follow from a student license are taken care of by the entry in HPR. Your registration in HPR will not be available until the license is valid.
