In February 2007, the Ministry of Health and Care Services asked the Directorate of Health to undertake a review of the system of activity-based funding. This review is presented in the enclosed report.
In the report, the Directorate of Health considers the aspects of the funding scheme that were emphasised in the assignment and assesses the scope and limitations of this system of funding in general. The Directorate of Health recommends a number of corrective measures.
